  • Local Law 11 repair cost estimate

    Does anyone have an idea what what Local Law 11 repairs typically cost in NYC? One of my buildings just had an inspection by a consultant architect who rated us UNSAFE and subject to immediate remediation. This means we have to put up a sidewalk scaffolding immediately as there seems to be crumbling pieces of the facade on floors 8 and 9. Furthermore, we need to hire a different team to actually remediate the damage asap.

    Also, another wrinkle is that the building itself is landmarked, so I know the LPC is finicky about any changes to the exterior. Any ideas on cost of Local Law 11 repairs in a situation like this? Generally, and more specifically for a landmarked building in NYC?

    Sorry to say, but because it's landmarked, any alterations to a landmarked building in NYC must be approved by the Landmarks Preservation Committee (LPC), except for ordinary repairs.

    Remember that you'll need LPC approval before the DOB will give you approval to proceed with alterations.

    With that said, the LPC streamlined its rules to make the process of getting LPC approval to make alterations easier. This was done recently in December 2018, and the rules just went into effect in January of 2019. Take a look at the new LPC rules in effect.

    Expedited Review

    If you were just doing interior renovations on a landmarked building in NYC, it would be a hell of a lot easier. You could actually then just file for a Expedited Review which typically gets approved within one week. The form is only about 2 pages long. Of course, restrictions apply. The work must strictly be interior only, be done only on the third floor and up or in the cellar/basement and some other restrictions (see form).

    Fast Track

    If you aren't eligible for Expedited Review, then you can try and apply for Fast Track, which is a two page form which must be submitted along with architectural plans. This typically takes around 2 weeks to be approved. Fast Track is again limited to certain types of work, such as sidewalk replacement, rooftop, minor exterior rear facade, etc. Read the form for complete instructions on what is allowed.

    Application Form for Work on Designated Properties

    All other work that does not qualify for Expedited Review or Fast Track must be approved by submitting this form, which is also two pages. This is the form you'll need to fill out if your building needs restoration and facade repairs done. There is even a checkbox that says "LL11 Exterior Repairs."

    Remember to be thorough when completing and submitting these forms, as incomplete applications will cause delays. And remember that the DOB will not allow you to begin work until the LPC has given approval!
